SPECIAL FUEL:
- Every attack deployment to a city will cost 1 special fuel.
- You can only hold 15 special fuel at one time.
- The rate of recovery is 1 every 2 hours.
- One special fuel can be brought from the alliance store for 40 alliance merits.
- You can only buy seven special fuels per week.
